The following information is submitted as of interest
to the Bureau in the event reports of flying discs are still desired.

The Havana daily newspaper "Diario de la Marina" November 12,
1957, carried a dispatch datelined November 11 1957, at Pinar del Rio,
Cuba, reporting that JOSE MARIA NIETO and CARMELO GUZMAN, who had
just arrived in that town from the Matahambre Mines in Pinar del Rio
Province, claimed that they had seen a flying disc in the shape of a
man's hat hovering over the general area of Matahambre for several
minutes. They claimed that this disc was larger than ordinary airplanes
normally seen in that area and that it was completely silent in its
flight. They said that it disappeared at a very high speed towards
the sea. There was no further descriptive information furnished in
this newspaper article. It is noted that Matahambre is located
approximately 90 miles to the west of Havana. No other reports
corroborating the above were received and no inquiry has been made
by this office.

Ever since the Russians released "Sputnik" there
Gandy
has been a great increase in the number of "flying saucers"
and other unidentified flying objects (UFO) reportedly seen by
people all over the U. S. On October 10, 1957, the Air Force
Bradgen
was flooded with calls and the newspapers were full of reports
that an unknown object described as "looked like the moon" and
trailing a "blue flame that pulsed like a heart" had landed in
the vicinity of Vernal, Utah. The Air Force immediately
investigated these reports with negative results, inasmuch as
no object was located nor was there any evidence of an object
having fallen in Utah.
Within the past two weeks reports in these cases have
increased tremendously and some of the more serious have been
described as follows: An object had landed in Nebraska with six
people aboard, the persons had talked to a Nebraska farmer and
then sped off into space; a firey object was seen flashing across
the southern skies from Albany, Georgia, to Miami, Florida; a Coast
Guard cutter had sighted a huge object flying over the Gulf of
Mexico, and persons in the Southwestern states while driving their
cars have allegedly seen UFO's that caused the engines in their
automobiles to stop. In view of the number of these reports, the
Bureau's Liaison Representative discussed these various sightings
with officials of Air Force Intel ligence and was advised that all
the cases mentioned above have for all practical purposes been
resolved as being nonauthentic or there was no basis for the
sightings. Investigating details that the Air Force had out in the
field investigating these matters have not submitted their complete
reports but have advised that they are all more or less negative.
The Air Force is following these sightings closely and all reports
are submitted to the Air Technical and Intelligence Center, at
Wright-Patterson Air Force Base in Ohio where they are evaluated
and analyzed. In the event any of the future reports appear to
be authentic, the Air Force will immediately notify the Bureau,

keeping in mind our particular interest in matters Sajakh concerning
espionage and sabotage.

On December 20, 1957, Mr. B. B. Watson,
City Editor, Hannibal Courier-Post, Hannibal,
Missouri, advised an agent of this Bureau at
Hannibal that he was in receipt of an undated letter
signed by R. T. Stone. This letter bears the letterhead
"Inter-Continental Aerial Research Foundation" and in
the upper right corner there is typed "MISSOURI FILTER
CENTER, Robert T. Stone, Director, 10717 E. 27th Terr.,
Independence, Missouri.'
The letter furnished by Mr. Watson is as follows:

Australia, Japan, England, Africa, and South America.
And each state, province or region will have its own
filter center which will serve as a receiving station
for all UFO reports and other associated data, a
distribution point for material from headquarters, and
as a general secretary for ICARF.
"Our Alter-observer network is expanding by leaps and
bounds, but we are still far from our goal.
"The Air Force investigation has either gone underground,
or else they have the answer and are hiding the fact
from the public. The fact remains that millions of
people continue to see these UFOs and the public still
doesn't know what they are.
"It is our purpose in organizing ICARF to find the
answer to the UFO mystery, and give the facts to
the public. And in order to do this we will need
the assistance of every person concerned. Persons
with movie and still cameras are particularly needed,
for the emphasis is on photographic data, despite
the fact that sightings with binoculars and telescopes,
sound detector and ham radio stations are also very
important in the process of our research.

who can devote from one to three hours a day on
skywatch, and who can be relied upon to have their

are all particularly asked to join us in our search
for the answer to the UFOs.

Mr. Watson stated that this is a peculiar request
and therefore he was bringing it to the attention of the
Federal Bureau of Investigation as he questioned the motives
behind this organization's purpose.
No further action in this matter is contemplated
by this Bureau. Should additional information be received,
however, it will be forwarded promptly to you. The files of
this Bureau contain no information identifiable with
Robert T. Stone or the Inter Continental Aerial Research
Foundation.

six home driveways and three roads
loading off of our road that we were traveling
at each place this outer plane would hover
until they knew whether we were turning
off or going on by, then they would swiftly
glide on ahead of me they staid just above
the trees and a little ahead of us showing
they were very intelligent people because had
they staid behind us we would have speeded
up and panicked. When we came to our place
they hesitated until we turned in then they
turned in over our garden beside the drive
away. my daughter got out on her side and l
got out on my side of the can. They were only a
short distance form from us and down much
lower. They were molionless and norseless
no motors at all. We stared at each other
a long time, the that crossed my mind that they
were probably taking our picture. l was completely
speechless and awed l felt the enounity ofthis
thing that was happening. They come from endless
time endless distance lplt that it was out
of iternityctself. after some time they moved
first on across the field down towards
the river. Silently we went in to the house
and 3 on to bed without say my a word about
it. lt was no time for words l didn't
want to beak the wonderment of this little
piece of sacred time in my life. Every might
from now on our dog which was tied mights
to his dog house in the back yard would
bank justa few minutes when the last light
was turned off. l could tell by his back that
it was not just another animal but a
person out there. The old archard at the
edge of the yard was wild and grown
up with grass and bushes and small trus
and sip or eight old big trees. There on
the edge bedind high bushes of lilacs
stood our indispensable little square
(library). l noticed that the newspapers
and magazines were missing every morning.
l had a good idea of what was going on so
l purposity put out newspapers and magagies
every evening then checked in the morning
and they were always gone, One day our
youngest daughter mentioned that everynight
when she turns off her light the dog would
bark and she'd see a beculiar red round
light out there in the back yard. That
night when the dog started to bark l opened

her door to see what it looked like. The light
was the sige of a fie plate it was red but
it didn't throw a beam of light like our
flashlights but it did have depth. There
were at least two people one wanted outside
and watched while the other one went inside
to get the hapers. We lived night on the
state line and we got Indiana papers so
every evening l'd hut out The Cekhart Truthing
the South Bend Tribune and Chicago Sunday
Tubune and magazines.
One night the dog was not tied and he
started to bark but his bark was sliced
off. l'll never forget the sound of it. Isuphood
that they killed him but l was not brave
enough to go out and look. l got up early
the next morning to see he had run half
way across the yard and he had fallen
over justas he ran, he was unconcious
but not dead. l walked night by him but he
didn't move. This was another proof of then
goodness and human qualities because
then flashlight was a ray light and
they could have killed him had they
wanted to He came to enough to pullhin-
self into a more comfortable position before

the girls got up. l was noon before he could
walk and three months bef are he was well
again One morning at the end of the six
weeks l found a strange newspaper on the
shell in our (library) On top of the paper was
a good quality sheet of white paper with
the key to the print in the newspaper.
There letters are almost like ours a couple
exactly like ours however they use three letters
together instead of one alone.

l suppose to it hear them read it would sound
like a sing song of phases. They didn't use end
of senten a dots or pun tubtions of any kind.
no capital letters either & know that they must
have learned to read our printed matter
but if we heard them read it we wouldn't
understand it l mean our own lang mage.
I'm sure that they get they. the right meaning
the l hid the newspaper un til l could decide
what to do with it but some one found it and
burned it up. l feel terrible about it lknow it

is unforgne able but that is what did happen
anyway. The morning that l found the newspaper
l went upstains and looked down across
the a to the river and there was
the flying sancer. It was made of transparent
material like glass it was dome shaped
like an is kimo hut. Inside was a large
sing (like a napkin ring) only huge and every
thing was inside this sing and as blooked
the whole ring was lit up in colors and
l could no longer see inside the ring It
rose strought up and showed very plainly a-
gamet the true but after it was above the
trus it looked just like a star. Prlots probably
saw them many times and didn't realize
what they were looking at. They probably didn't
use this for outer space travel but had a
huge ship plane somewhere and used this
only for travel on this earth, they probably
had more of them somewhere. my husband died
twoyears ago so l rented the farm and
my daughters and l live in Elbhart and now.
so l don't know if they ever came back or not,
l know that l have no proof that this is true
but l thought Rid see if the government did
believe any of it. Outer space people can read
four print if they would put up a station with
our print in meon lights they could understand
what it is and that it would be for an
change of newspapers. & imagine that they
are quite disqusted with our sputnshe and
they could give us much knowledge that
we need if we could contact them.

Dear Sir:
Inclosed is a copy of a letter from a Delmaine H. Oveson, who
identifies himself as Director of Operations, Electronics Service
Unit 4, Roseau, Minnesota. This letter requests information concern-
ing the reported sighting of an Unconvential Aerial Object on or about
5 December 1957 at Torrington, Connecticut.
Flying Dises
This letter was furnished the Office of Special Investigations
by the Ground Observer Corps (GOC) Coordinator for the State of
Connecticut. That individual has advised that an alleged sighting
of hn unidentified flying object near Torrington, Connecticut, was
reported on or about 5 December 1957, but that neither he nor the
addressee have any knowledge of the author of the inclosed letter.
Information has been received from the U. S. Army, and Air Force
Postal Service that no military units are located at Roseau, Minnesota.

Therefore, this matter is being referred to your Bureau for any action
you deem appropriate.
Advice if any information of interest to the Air Force is
developed by your Bureau in this matter will be appreciated.

Subject, Director of National Investigations Committee on
Aerial Phenomena, by letter of 9/22/58 requested particulars of
Bureau's participation concerning unidentified flying objects. The
committee he heads is described on letterhead as "A privately sup-
ported fact finding civilian committee serving the public interests"
and he lists several prominent individuals among "our Board members
and Special Advisers." He is a retired Marine.
Keyhoe has been known to the Bureau since 1935 and was,
and may still be, a free-lance writer. In 1948 he was described by
Mr. Nichols as "a flamboyant writer and we have found from previous
experience that much of his material is irresponsible." In 1951 the
Director concurred with Mr. Nichols' statement that "We should not
get involved with him."
As an example of his writing, the January, 1941, issue of
"Cosmopolitan" magazine carried an article written by Keyhoe and
John J. Daly entitled "Hitler's Plan to Seize the United States
Merchant Marine." This article indicated the Bureau had in its possession
documents concerning such a plan by Hitler which indication was completely
false.
The attached suggested letter to Keyhoe responds in a very
general way to his questions, some of which are extremely pointed such
as "Have FBI Agents told witnesses not to talk about UFO sightings?"
and "Does the Bureau make character investigationsof UFO witnesses
in some cases?" The answers which have been furnished are designed
to avoid the charge we have not answered questions yet they are broad
in nature to avoid his apparent pointed inquiries. His request for
an interview with a Bureau official concerning our policy concerning
unidentified flying objects has been side-stepped since there appears
to be no point in discussing this matter further with him. JANAP 146 is
ACTION:
Defense document re reporting intelligence sightings.
That the attached suggested letter be forwarded to Keyhoe. In
view of Air Force interest, copy of incoming with copy of our

In response to your letter of September 22, 1958,
the following requested information is furnished:
The Federal Bureau of Investigation does
not investigate sightings of unidentified flying
objects. When the details of such a sighting
are reported to representatives of this Bureau,
the information is forwarded to the Air Force.
Representatives of this Bureau do not issue
instructions to individuals who have sighted un-
identified flying objects that they should not
talk about such sightings.
It is not a function of this Bureau to make
character investigations of individuals who have
witnessed unidentified flying objects.
This Bureau does not have information on
unidentified flying objects which can be re-
leased. This does not imply that this Bureau
has information concerning unidentified flying
objects which cannot be released.
It is understood that JANAP 146 is a Department
of Defense document and is not, as such, applicable
to the operations of the Federal Bureau of Investigation.

This memorandum summarizes Bureau policy regarding
Holloman
unidentified flying objects commonly referred to as flying
Gandy
saucers.

Reports of "flying saucers" became prevalent in 1947 and at
request of Army Air Forces Intelligence, Bureau agreed to cooperate in
investigation of flying discs. By Bureau Bulletin Number 42, 7-30-47,
field instructed to investigate each instance to determine if bona fide
sighting, a prank, or hallucination. Coordination with Army through
liaison channels in field and at SOG.
By letter 9-3-47 from Headquarters Air Defense Command addressed
to Commanding Generals of the various Air Forces it was noted original
intent of Air Force was that Air Force would interview responsible ob-
servers and Bureau would investigate incidents of so-called discs found
on ground. Letter stated services of the FBI were enlisted in order to
relieve the numbered Air Forces of the task of tracking down all the
many instances which turned out to be "trash can covers, toilet seats
and what not." As result, Bureau Bulletin Number 57 of 10/1/47 instructed
"all future reports connected with flying discs should be referred to
the Air Forces and no investigative action should be taken by Bureau
Agents. Letter of 9-27-47 advised Air Force that personnel and time
of FBI could not be dissipated in this manner (62-83894-121).
SAC Letter Number 38, 3-25-49 advised that from reliable
source it had been determined the USSR had been experimenting for four
years on unknown type of flying disc. SAC Letter listed for field data
desired by Air Force in connection with reports of sighting of flying
saucers. Letter again called attention to fact no investigation should
be conducted by Bureau but if reports made, information should be taken
and furnished to Air Force.
SAC Letter Number 83, 8-29-52, referred to prior Bulletins
and SAC Letters and cautioned that the type of information desired by
Air Force should be obtained from complainants and furnished promptly

responsibility of Air Force.

Neither Agents Handbook nor manuals contain instructions re-
garding handling of reports of sightings of unidentified flying objects
although policy has been well established by above Bureau bulletins
and SAC Letters and no problems have arisen in connection with this
matter. Air Force has on several occasions assured that Bureau will be
advised of any developments of interest to us. Last such assurance
given 11-12-57 (62-83894-387).
Our liaison with Air Force on this matter is with OSI
although within Air Force this matter is handled by Air Technical and
Intelligence Center, Wright-Patterson Air Force Base, Ohio.
ACTION:
For your information. There appears to be no necessity for
further instructions to the field or insertions in the Handbook or
manuals at this time.

For record purposes, SAC McMahon of the Phoenix Office
advised at 3:21 p. m., 11/17/58, that on April 30, 1947, the above-captioned

person reported to the Phoenix Office that he had taken photographs of what he

believed to be flying discs, but he did not have the negatives of the pictures
with him, promising he would bring them into the office the following day. On
August 30, 1947, Rhodes brought negatives of the photographs he allegedly
took at that time into the Phoenix Office and he was advised by SA J. Bailey
Brower that the negatives were being accepted by the FBI for Air Force
intelligence; that there was a question as to whether he would ever get the
negatives back. With this understanding Rhodes left the negatives which were
in turn turned over to George Fugate, Jr., military representative.
On April 17, 1950, Rhodes contacted the Phoenix Office for the
return of the negatives at which time he was advised of the statement made to
him in 1947 that the negatives were accepted for Air Force intelligence and it
was doubtful if they would be returned, but that he should contact the Office of
Special Investigations of the Air Force, San Francisco, California.
SAC McMahon advised that today the Arizona Republic newspaper
was doing a column about flying saucers having been reported over the years and
had interviewed Rhodes since their clips showed that he had been talked to back
in 1947. Rhodes told the Arizona Republic that the FBI had borrowed the
negatives of films he had taken but had never returned them. SAC McMahon
desired advice as to what he should tell the Arizona Republic and he was
informed that he should advise the paper that the negatives were received in 1947
from Rhodes with the understanding they would be turned over to Air Force

intelligence and that there was doubt as to whether the negatives would ever be
returned to Rhodes; that with this understanding Rhodes released the negatives;
that the negatives in question were immediately turned over to Air Force
intelligence representatives; and that should any further information be desired
concerning the matter the Arizona Republic should contact the Office of Special
Investigations of the Air Force. SAC McMahon was referred to the Domestic
Intelligence Division for its concurrence.

Recently many rumors have been printed in UFO periodicals, concerning rep-
orts that Special Agents of the Federal Bureau of Investigation have discouraged

There is now sufficient information based on data compiled from
eyewitness accounts that a high percentage of aerial phenomena such as
those popularly described as unidentified flying objects are
"intelligently controled craft whose ports of origin are outside
Earths atmosphere."
This is the conclusion reached as the result of a study begun by
Aerial Phenomena Research Group in Seattle, Washington on January 1,
1954 into the field of unidentified flying objects and possibly
related incidents.
Commenting on this study, National Director of Aerial Phenomena
Research Group Robert J. Gribble said: "Although the accounts con-
sidered in this study did not contain scientific measurements of each
sighting, it was possible to establish certain valid conclusions by
the application of statistical methods in the treatment of the data.
Analyzed and arranged, the data did show a marked pattern.
"On the basis of this marked pattern of the data, A.P.R.G. has
concluded that a high percentage of the more than 5,000 accounts of
unidentified flying objects examined in this study represent observ-
ations of technological developments outside the range of present-day
scientific knowledge.
"Therefore, it is highly probable that many of the unidentified
flying objects considered in this study are 'spacecraft from other
planets'. 11
A.P.R.G. highly recommends that all national security agencies
take immediate steps to strip the unidentified flying objects of the
special "secrecy status" they have been given and the aura of mystery
they have unfortunatly acquired.

On 12/8/58 JAMES MANEY, 1007 N.W. 14th St.,
Oklahoma City, Oklahoma, was contacted by SA J. A. GRIMES
and advised that the FBI has not discouraged the investiga-
tion of flying saucers and that the FBI does not conduct
investigation concerning unidentified flying objects (UFO).
JAMES MANEY, who advised he is 13 years of age,
stated he had read reports in some of the literature concern-
ing UFO which indicated that the FBI had discouraged some
of the investigators from carrying out their research. He
exhibited a copy of a publication entitled "The Saucerian
Bulletin" which could not be given to the interviewing
Agent since he had borrowed the publication from an unidenti.
fied friend. An examination of the publication reflected
it to be Vol. 3, #4, Released October 15, 1958, edited and
published by GRAY BARKER, Box 2228, Clarksburg, West Virginia
The publication consisted of approximately 30 pages, contained
several book reviews and advertisements for books pertaining
to UFO. Page 20 of the publication contained an editorial
by BARKER consisting in part of a letter which BARKER stated
he had received from a researcher in the western part of the
U. S. This letter stated in part as follows:

from that silenced Bender. I can give you the
answer because 3 men tried to silence George Adamski.
Adamski tells me that the 3 men were from the FBI,
Air Force Intelligence, and the Central Intelligence

This letter indicated that it was written by
an individual who has been writing books on UFO and that
his publisher is ROBERT J. GRIBBLE, 5108 Findlay St.,
Seattle, Washington.
JAMES MANEY advised that the above letter had
also been printed in a publication originating in England
and that the writer's name was listed as RICHARD OGDEN,
Seattle, Washington. MANEY advised he is unable to recall
the name of this publication and does not have a copy at
the present time. He stated that the BENDER referred to
in OGDEN's letter was A. BENDER of Bridgeport, Connecticut,
who had conducted some research concerning UFOs and had
allegedly been deterred from his investigation by three
unidentified men. According to MANEY there has been a
great deal of speculation regarding the identity of the
men who tried to silence BENDER. He stated that GRAY
BARKER, editor of "The Saucerian Bulletin, If had written
a book concerning the matter entitled "They Knew Too Much
About Flying Saucers."

I am extremely interested in the "Bender Affair," and I will
be most grateful if you could help clear up the mystery in this
affair. The reason I am writing you is because I have learned
recently that a. researcher of the flying saucers mystery said the
FBI is involved in this affair.
A civilian investigating agency was formed in Bridgepert,
Conn., in 1952, to look into the flying saucer mystery by
Albert K. Bender. He called the organization The International
Flying Saucer Bureau. And, during his study of the saucer mystery
Bender ran across something important. This information was
evidently the solution to the mystery for in 1953 Bender stated
bluntly, "I knew what the saucers are." Then, "three men in black
suits" sileneed him. Even today Bender will not discuss the matter
of his "hush-up" with anyone. However, I have learned that the
seeret of the saucers lies the "dreadful underground menace" that
is threatening the world. And, I am also extremely interested in
this "menace."

I have some very important information concerning this
"dreadful underground menace" that I would like to discuss with
Bender very much. For the story concerning this "menace" is
certainly a "hellish Herrer" one, which reveals a fantastie
situation, se fantastie, that it would be hardly conseivable by

could help me get in touch with Bender.
I have also been getting information regarding "certain"
ship tragedies that have occurred on the high seas for a. very
long time, and "certain" aircraft accidents and disappearances.
For these tragedies reveal evidence that gives proof that such
a "menace" really "exists."
I certainly will be looking forward in hearing from you.

Enclosed is a copy of a letter received from
C. H. Marck, Jr., 7834 North Loma Land Drive, Scottsdale,
Arizona.
Bufiles contain no information pertaining to the
"Bender Affair" nor to the "hush-up" of Bender as alleged
in paragraph two of the enclosed letter. The only identi-
fiable data in Bureau files on Bender is a letter he wrote
on 10/26/52 on the letterhead of the International Flying
Saucer Bureau to a Mr. L. H. Frahm, Franklin, Indiana, in
which he suggested how Frahm could organize a chapter of
the Saucer Bureau in Franklin. Also in Bufiles is a copy
of the January, 1953, magazine "Space Review" which apparently
was put out by the Saucer Bureau. This magazine contains
numerous articles and squibs concerning the sighting of
flying saucers throughout the world. It does not appear to
have any security significance.
Unless information in your files would indicate
an interview with Marck is undesirable, immediately contact
him and orally acknowledge the receipt of his letter by the
Bureau. At the same time thoroughly interview Marck and
obtain all data in his possession concerning the "hush-up"
of Bender as well as what part the FBI was alleged to have
played in the "Bender Affair." In the event it is apparent
that the Bureau was not so involved, so advise Marck. Submit
results of this interview to reach the Bureau no later than
12/23/58. It is permissible to advise Marck that the Bureau
is not cognizant of Bender's whereabouts and has no record
of involvement in the "Bender Affair."

By letter 12/7/58 Mr. C. H. Marck, Jr., inquired whether we
could furnish him any information concerning the "Bender Affair" and
advised he was asking the Bureau since he had recently learned that the
FBI is involved in this affair. Marck explained that Bender formed the
International Flying Saucer Bureau in Bridgeport, Connecticut, in 1952
to look into the flying saucer mystery. In 1953 Bender allegedly stated
that he knew what the saucers are. Then according to Marck "three men
in black suits" silenced Bender to the extent that even today Bender
will not discuss the matter of his "hush-up" with anyone. Marck pointed
out he has learned that "the secret of the saucers lies the 'dreadful
underground menace' that is threatening the world" and that he has
important information concerning this menace. Marck also requested our
help in getting in touch with Bender.
Bufiles contain no information on Marck. The only identifiable
data in our files on Bender is a letter he wrote on 10/26/52 on the

viewed and all information in his possession concerning this incident be
obtained so that we can decide whether the facts warrant investigation.
At the same time his letter will be orally acknowledged.

On 12/19/58, CLAUDE HAROLD MARCK, JR., 7834 No. Loma
Land Drive, Scottsdale, Arizona, stated to SAs GEORGE
HOLLINGSWORTH and WILLIAM M. DREW that he had a hobby
of gathering information concerning flying saucers and
also gathering information concerning mysteries of the
sea. He stated that any literature written he obtains
in order to pursue this hobby. He referred agents to
books written by Major DONALD E. KEYHOE entitled
"Flying Saucers from Outer Space" and a book entitled
"Flying Saucers Conspiracy. Both of these books were
published by Henry Holt Company, 383 Madison, New York, 17,
New York. Major KEYHOE is a retired Major of the U. S. do
Marine Corps.
Concerning the "Bender Affair", he referred agents to
the book entitled "They Knew Too Much About Flying
Saucers", written by GRAY BARKER and published by
University Books Publisher, April, 1956, third
printing June, 1956. According to MARCK, GRAY BARKER
resides at Clarksberg, West Virginia, P. O. Box 2228
and is a person with whom MARCK corresponds concerning
flying saucers as BARKER is alleged to have a civilian
investigative agency handling investigations
concerning flying saucers.

MARCK related that he has corresponded with various
harbor masters and the U. S. Navy relative to the
"dreadful underground menace which relates to the
disappearance of crew and passengers of various ships
found floundering in the open seas out of control.'
He stated that BARKER has also shown interest in this
subject matter, however, was unable to furnish any
further amplifying details. The "Bender Affair" is
related in the book published by BARKER.

Agents observed at the time they contacted the residence
of MARCK, while he was absent therefrom, that his
sister, SHIRLEY E. MARCK, carried on exclusive
conversation concerning her brother relating that he had
been taken out of high school while living in Denver,
Colorado, and had been in the service until several
months ago. She stated that her brother never had an
opportunity since then to complete his schooling and
that as of the present time, he was 33 years of age.

the H. S. Army and he was unable to furnish the duration
of his enlistment and date of discharge nor furnish his
serial number. MARCK made available his discharge paper
reflecting that he was inducted in 1943 and discharged in
1946 as Private First Class, Army Serial No. 37-703-300.
His discharge papers showed that he attended East High
School for a period of two years and that he was born
1/21/25.
After conversation with MARCK, it was apparent that the
only reason he wrote to the Bureau was in an effort to
locate the present whereabouts of ALBERT K. BENDER and
he and his family were informed that this Bureau was
unable to institute an investigation to ascertain the
whereabouts of BENDER.

appear that CLAUDE HAROLD MARCK is a "chronic", living

On 12/19/58, CLAUDE HAROLD MARCK, JR., 7834 No. Loma
Land Drive, Scottsdale, Arizona, stated to SAs GEORGE
HOLLINGSWORTH and WILLIAM M. DREW that he had a hobby
of gathering information concerning flying saucers and
also gathering information concerning mysteries of the
sea. He stated that any literature written he obtains
in order to pursue this hobby. He referred agents to
books written by Major DONALD E. KEYHOE entitled
"Flying Saucers from Outer Space" and a book entitled
"Flying Saucers Conspiracy." Both of these books were
published by Henry Holt Company, 383 Madison, New York, 17,
New York. Major KEYHOE is a retired Major of the U. S.
Marine Corps.
Concerning the "Bender Affair", he referred agents to
the book entitled "They Knew Too Much About Flying
Saucers", written by GRAY BARKER and published by
University Books Publisher, April, 1956, third
printing June, 1956. According to MARCK, GRAY BARKER
resides at Clarksberg, West Virginia, P. 0. Box 2228
and is a person with whom MARCK corresponds concerning
flying saucers as BARKER is alleged to have a civilian
investigative agency handling investigations
concerning flying saucers.
MARCK related that he has corresponded with various
harbor masters and the U. S. Navy relative to the
"dreadful underground menace which relates to the
disappearance of crew and passengers of various ships
found floundering in the open seas out of control."
He stated that BARKER has also shown interest in this
subject matter, however, was unable to furnish any
further amplifying details. The "Bender Affair" is
related in the book published by BARKER.

"The Anniston Star", Anniston, Alabama, daily
newspaper, published an article on April 2, 1959, entitled,
"Flying Saucer Witnesses Urged to Send in Data". This
article said that the Aerial Phenomena Research Group,
5108 Findlay Street, Seattle 18, Washington, would like to
get a report from people who have seen Flying Saucers".
On April 3, 1959, Lt. Colonel OLIVER R. HERTEL,
Fort McClellan, Alabama, advised that 5108 Findlay Street,
Seattle 18, Washington, is believed by him to be the
address of the chauffeur for the Russian Consul in Seattle,
Washington. HERTEL advised a Special Agent of the 111th CIC
Group at Fort McClellan that about five months ago he looked
over a list of Russians and their addresses when he visited the
office of the Chief Chemical Officer, Department of the Army,
Washington, D. C.
The Seattle Office is requested to ascertain who
lives at 5108 Findlay Street, Seattle, Washington, and
whether this address has any connection with a chauffeur for
the Russian Consul.

Re Birmingham letter 4-21-59.
The address of 5108 Findlay Street, Seattle 18,
Washington, is the residence of ROBERT GRIBBLE, who is
the so-called national director of the Aerial Phenomena
Research Group. In connection with inquiries made concerning
this group in 1957, GRIBBLE advised that he was regularly
employed as a fireman for the City of Seattle and that his
hobby is acquiring information regarding unidentified flying
objects. He advised that the Aerial Phenomena Research
Group has a national and an international membership of about
350 members, and that they charge a membership fee of $5.00
per year for the purpose of defraying the expenses of a
publication which the group issues periodically and for other
incidental expenses of the organization. According to GRIBBLE
the organization is a non-profit one and was established
primarily as a hobby for persons like himself who were
interested in acquiring information regarding flying objects.
GRIBBLE stated that the organization was centered in Seattle,
and he provided the names of other officers, all of whom were
residents of this city.
Twentieth District OSI, McChord Air Force Base,
is aware of the existence of this group and has been furnished
all pertinent information in our files regarding it.
There is no Russian Consulate or other establishment
of the U.S.S.R. in the City of Seattle. Lt. Col. HERTEL's
recollection of the address of 5108 Findlay Street, Seattle,
having something to do with the residence of a chauffeur
for the Russian Consul in Seattle is completely erroneous.
No information regarding the activities of the
Aerial Phenomena Research Group has come to the attention
of the Seattle Office since June 1958,

study UFO ( Unidentified Flying Objects ) or flying saucer re-
ports.
Also we are planing to publish a publication on the same
subject some time in September ( I hope ).
I was wondering is you would take the time to write an
artical for our publication? It may be on the subject you care too
write on, typed, and about 350 words long.

Memo Sanders to Donahoe 10-13-58 pointed out
that our policy concerning unidentified flying objects
(flying saucers) is to conduct no investigation but
immediately refer facts to the Air Force (Bureau Bulletin
Number 57, 10-1-47); that SAC Letter Number 38, 3-25-49,
reiterated this policy and set out data desired by Air Force
to be obtained when complaint received; that SAC Letter
Number 83, 8-29-52, again pointed out our policy; that
Air Force, as late as 11-12-57, assured Bureau would be advised
of any developments in this field of interest to us; and that
there appeared to be no necessity for further instructions
to field or insertion in Agents' Handbook or Manual of
Instructions of our policy relating to flying saucers.
During past 12 months no complaints regarding
flying saucers have been referred to Bureau. During this
period we have received two inquiries regarding this alleged
phenomena and on both occasions the person making the inquiry
has been referred to OSI.
ACTION:
For your information. At this time there appears
to be no necessity for additional instructions for the field
or insertion in the FBI Handbook or Manuals relative to
flying saucers. This matter will again be reviewed on or
about 10-5-60.

Enclosed herewith are five copies of letterhead memo captioned
as above and a newspaper clipping from the "Detroit Times", dated
today.
A copy of this letterhead memo along with two 35 mm slides were
furnished to the 25th OSI District (IG), Selfridge Air Force
Base, Mt. Clemens, Mich., by letter this date. The Air Force
was requested to return the slides to Mr. PERRY.
The Bureau was furnished with information pertaining to press
inquiries received in connection with the enclosed newspaper
article by retel. OSI, SAFB, was advised of this information
orally on 3/9/60, and in the cover letter to OSI they were
advised that no action was contemplated by this office and
it was referred to them for any action they deemed advisable.

Mr. Joseph Perry, 3079 Edwards Street, Grand Blanc,
Michigan, was contacted at his request by Agents of this office
on March 5, 1960.
Mr. Perry advised that he operates a Pizza House
at 3075 Edwards Street, Grand Blanc, and that he has been a
professional photographer for thirty years. He explained
that he has a hobby of taking photographs of the moon through
a home-made telescope. At about 1:00 a.m. on February 21,
1960, he took some photographs of the moon and after developing
same, he put them in his viewer and in one photograph he
observed what appears to be a flying object somewhere between
the end of his telescope and the surface of the moon. He said
that when blown up, this object is flat on the bottom, is
oval shaped, and appears to have a fluorescent glow around
the entire object, and that it is apparently moving as it
has a vapor trail running behind it. He has taken over one
thousand pictures of the moon and has never seen anything
resembling this object.
Perry said that due to his thirty years' experience
in photography, he is sure that what appears on the picture
is actually a flying object, and is not a malfunction of the
camera, is not a blur on his telescope, and is not anything
that appears on the photo because of the manner in which he
developed the film. Perry took about twenty pictures of the
moon on February 21, 1960, and after developing them, he
observed that most of the pictures were under-exposed, so he
just cut off the two that appeared to be properly exposed and
destroyed the rest. He furnished both of these pictures to
the FBI.

An article appeared in the "Flint Journal", Flint, Mich.,
dated 3/27/60 by Reporter ALLAN R. WILHELM. This article
appeared on Page 13. The article reflects an interview with
PERRY and in part states that PERRY had received at least 50
Letters and calls in regard to the photograph he had taken.
One letter was from National Investigation Committee on Aerial
Phenomenon. The article contains the following quote from
this letter, "From past experience with photographic evidence

(we consider it unlikely that you will ever see your picture
again.' PERRY had advised the newspaper that all he knew was
that the picture was in Air Force hands. The FBI only says
that it is in "proper hands", according to PERRY. The article
continued, "So last week PERRY wrote to the President telling
him he can't find out where his slide is and asking assurance
that he will get it back." PERRY was quoted as saying, "The
only way I will be satisfied if I don't get it back is if the
Government tells me it is top secret."

flying objects for the Department of the Air Force,
although any information volunteered is, of course,
accepted; and that the photograph mentioned in the
"Detroit Times" article was not examined by the FBI
Laboratory or anyone else for FBI purposes. Mr. Hall
was further advised that this Bureau furnished two
photographs obtained from Joseph Perry to a representative
of the Department of the Air Force for whatever action
was deemed appropriate by that agency.
On March 31, 1960, the Department of Justice
furnished this Bureau a letter dated March 21, 1960,
from Joseph F. Perry, directed to the President. This
letter had been referred to the Department of Justice
by the White House. A copy of this letter is enclosed.
Our Detroit Office will contact Perry and advise him
that his letter directed to the President has been
referred to this Bureau; that the photographs in question
were furnished to the Office of Special Investigations,
Department of the Air Force, Selfridge Air Force Base,
Mount Clemens, Michigan; and that a copy of his letter
to the President has been furnished to you.

President. Assure that Perry is contacted immediately
and advised that his letter to the President was referred

NOTE: Perry, proprietor of a restaurant in Grand Blanc,
Michigan, and an amateur photographer with a hobby of taking
pictures of the moon, on 3-5-60 advised Detroit Office that
two of his pictures showed a foreign object which he believed
to be flying saucers. At his request, Bureau agents contacted
him and he furnished them the film which our agents turned
over to local OSI representatives. No further action was
taken by us. The "Detroit Times" article pointed out that
we were investigating this matter. SAC, Detroit, contacted
appropriate officials at the newspaper and advised them
that this was not the case.

Bureau files reflect SAC, Detroit, 3/9/60, advised of
article (which is attached to Perry's letter of 3/21/60)
appearing in Detroit Times reflecting Flint, Michigan,
Resident Agency furnished slides of photographs taken
by Perry allegedly showing a saucer-like object
silhouetted against the moon. Perry contacted Flint RA
3/4/60 advising he had been professional photographer,
had taken photographs of moon and after developing same
noted what appeared to be flying object in one of them.
Perry furnished information to press. Flint RA
received press inquiry, advised only that Perry had
turned 2 slides over to FBI and they were being made
available to appropriate authorities. Detroit Times
advised 3/9/60 FBI has not and is not conducting
investigation concerning slides but turned over the
information to the Air Force. When slides turned over
to Air Force, they were requested to return slides to
Perry and advised that no action contemplated by the
Bureau and was being referred to them for any action
they deemed advisable.

colored transparency of the moon and a unidentified
flying object for identification. Up to this point I
have not been able to locate where it is except that it
is supposed to be in the proper hands.
Quoting from a letter of March 14 from Major Donald E.
Keyhoe, "From past experience with photographic evidence,
we consider it unlikely that you will ever see your pic-
ture again.
Also, from other U.F.O. societies I have received the
same perdictions.
I would like the assurance that this colored transparency
will be returned to me within a short time, as it would
be financially profitable in the pursuit of my hobby,
(cameras and equipment).
I am enclosing a clipping from The Detroit Times in re-
gards to this item.

4/6/60.
On Saturday, 4/9/60, Agents of the Flint, Mich., Resident Agency
attempted to contact JOSEPH PERRY at his home, 3079 Edward St.,
Grand Blanc, Mich., with negative results.
On 4/9/60 he was located telephonically at approximately 6:30 P.M.
He advised that he would not be available for interview that night
or over the weekend; therefore, he was advised that his letter to
the White House had been referred to the FBI by the Dept. of Justice,
and we desired to acknowledge the letter and to see him personally.
Mr. PERRY advised that he would arrange to contact the Agents at the
earliest possible date.
On 4/11/60 appointment was made to see PERRY on 4/12/60, at which
time Bureau's complete instructions will be complied with.

him and he furnished them the photographs which were turned
over to local OSI representatives. Perry reported incident
to the press which carried articles indicating FBI was
investigating. We straightened out the "Detroit Times"
on this point. Perry by letter dated 3-21-60 wrote to
President Eisenhower pointing out he did not know where
his photographs were but he would like assurance that
they would be returned to him. Special Agents of Detroit
Office on 4-12-60 informed Perry that the photographs he
had voluntarily turned over to them had been furnished to
OSI, Selfridge Air Force Base, and that the Department of
the Air Force had been Furnished a copy of his letter to
the President. Perry in his 4-13-60 letter thanked the
Director for relaying the message from the White House and
indicated he was looking forward to the completion of Air
Force analysis of his photographs so that "your office" would
be able to return them to him. He pointed out that
"thousands are looking forward" to viewing the photographs.
A copy of the instant letter and a copy of Perry's
4-13-60 letter are being furnished Air Force for its
reply to Perry.

Enclosed is a letterhead memorandum regarding a

speech given by Mr. VAN TASSEL. One copy of this memorandum
has been made available to the Office of Special Investiga-
tions (OSI), Lowry Air Force Base, Denver.

The enclosed memorandum is being furnished for
the information of the Bureau and the Los Angeles, San
Diego, and San Francisco Offices, as VAN TASSEL is alleged
to be from Giant Rock, California, which town is not located
by Denver in the Postal Guide or available maps.
SA THOMAS STEPHEN KELLY attended this lecture
on Sunday, 4/17/60, after hearing of its impending
presentation over the radio. He recognized no one at this
meeting and was known to no one at the meeting.
On 4/19/60 Phipps Auditorium, Denver, was tele-
phonically contacted and they advised that arrangements for
the speech of Mr. VAN TASSEL had been made with LLOYD ARNOLD,

On April 17, 1960, a lecture was given by GEORGE
W. VAN TASSEL at Phipps Auditorium, City Park, Denver,
Colorado, which was advertised to be a lecture, movie film,
and discussion of unidentified flying objects. The audience
was comprised of a majority of older individuals and also
a majority of the audience was female. There were few
young people, although some family groups.
The program was sponsored by the Denver Unidenti-
fied Flying Objects Investigative Societies, one of which
meets monthly at the Jefferson County Bank, Lakewood,
Colorado, whose executive officer was the Master of Ceremonies.
The program consisted of a 45 minute movie which included
several shots of things purported to be flying saucers, and
then a number of interviews with people from all walks of
life regarding sightings they had made of such unidentified
flying objects. After the movie GEORGE W. VAN TASSEL gave a
lecture which was more of a religious-economics lecture
rather than one of unidentified flying objects.
VAN TASSEL stated that he had been in the "flying
game" for over 30 years and currently operates a private
Civil Aeronautics Authority approved airfield in California.
He said he has personally observed a good many sightings and
has talked to hundreds of people who have also seen flying
saucers. He said that he has also been visited by the people
from outer space and has taken up the cause of bringing the
facts of these people to the American people. He said it
is a crusade which he has undertaken because he is more or
less retired, his family is grown and gone from home, and
he feels he might be doing some good by this work.

The major part of his lecture was devoted to
explaining the occurrences in the Bible as they related
to the space people. He said that the only mention of God
in the Bible is in the beginning when the universe was being
made. He said that after that all references are to "out
of the sky" or "out of heaven." He said that this is due
to the fact that man, space people, was made by God and
that in the beginning of the world the space people came
to the earth and left animals here. These were the pre-
historic animals which existed at a body temperature of 105
degrees; however, a polar tilt occurred whereby the poles
shifted and the tropical climates became covered with
ice and vice versa. He said that then the space people
again put animals on the earth and this is depicted in the
Bible as Noah's Ark. He said that after the polar tilt
the temperature to sustain life was 98.6 degrees, which was
suitable for space people, so they established a colony
and left only males here, intending to bring females at a
later date on supply ships. This is reflected in ADAM's
not having a wife. He said that ADAM was not an individual
but a race of men. He said that this race then inter-
married with "intelligent, upright walking animals, which
race was EVE. Then when the space people came back in the
supply ships they saw what had happened and did not land
but ever since due to the origin of ADAM, they have watched
over the people on earth. He said that this is recorded in
the Bible many times, such as MOSES receiving the Ten
Commandments. He said the Ten Commandments are the laws of
the space people and men on earth only give them lip service.
Also, the manna from heaven was bread supplied by the space
people. He also stated that this can be seen from the native
stories such as the Indians in America saying that corn and
potatoes, unknown in Europe, were brought here by a "flaming
canoe." He said this refers to a space ship and the Indians'
highest form of transportation was the canoe, so they likened
it unto that. He said this can be shown also by the old
stories of Winged Chariots and Winged White Horses, which
came from out of the sky. He said that JESUS was born of
MARY, who was a space person sent here already pregnant in
order to show the earth people the proper way to live. He
said the space people have watched over us through the years
and have tried to help us. He said they have sent their
agents to the earth and they appear just as we do; however,

they have the power to know your thoughts just as JESUS did.
He said this is their means of communication and many of the
space people are mute, but they train a certain number of

He said that the space people here on earth are
equipped with a "crystal battery" which generates a magnetic
field about them which bends light waves so that they, the
space people, appear invisible. He said this has resulted
in ghost stories such as footsteps, doors opening, and other
such phenomena.
He stated that the space people are now gravely
concerned with our atom bombs. He said that the explosions
of these bombs have upset the earth's rotation and, as in
the instance of the French bomb explosion in North Africa,
have actually caused earthquakes. He said that the officials
on earth are aware of this and this was the reason for the
recent Geophysical Year in order to try to determine just
what can be done. He said these explosions are forcing the
earth toward another polar tilt, which will endanger all man-
kind. He said that the space people are prepared to evacuate
those earth people who have abided by the "Golden Rule" when
the polar tilt occurs, but will leave the rest to perish.
He advised that the space people have contacted
the officials on earth and have advised them of their concern
but this has not been made public. He also said that the
radioactive fallout has become extremely dangerous and
officials are worried but each power is so greedy of their
own power they will not agree to make peace.
VAN TASSEL also spent some time saying that the
U. S. Air Force, who are responsible for investigations on
unidentified flying objects, has surpressed information;
and as they are responsible only to the Administration, not
to the public, as elected officials are, they can get away
with this. He said that also the Air Force is afraid that
they will be outmoded and disbanded if such information gets
out.
He said that the Administration's main concern in
not making public any information is that the economy will be

ruined, not because of any fear that would be engendered
in the public. He said this is due to the number of scien-
tific discoveries already made and that will be made which
are labor saving and of almost permanency so that replacements
would not be needed.
In summation, VAN TASSEL's speech was on these
subjects:
(1) Space people related to occurrences in
Bible.
(2) Atom Bomb detrimental to earth and universe.
(3) Economy is poor and would collapse under
ideas brought by space people.
Throughout his lecture, VAN TASSEL mentioned only
the U. S. economy and Government and the U. S. Air Force. He
did refer to the human race numerous times but all references
to Government and economy could only be taken as meaning the
U. S. One question put to him was whether sightings had been
made in Russia or China. He answered this by saying sightings
had been reported all over the world, but then specifically
mentioned only the U. S., Australia, New Zealand, and New
Guinea.
He also mentioned that he was not advocating or
asking for any action on the part of the audience because he
said evil has a way of destroying itself. He did say that
he felt that the audience, of about 250 persons, were the
only intelligent people in Denver and he knew they had not
come out of curiosity but because they wanted to do the right
thing. He said that they were above the average in intelligence
and when the critical time came, the world would need people
such as this to think and guide.
An application blank was distributed at the meeting
for membership in the Denver society of this organization.

Guinea.
He also mentioned that he was not advocating or
asking for any action on the part of the audience because he
said evil has a way of destroying itself. He did say that
he felt that the audience, of about 250 persons, were the
only intelligent people in Denver and he knew they had not
come out of curiosity but because they wanted to do the right
thing. He said that they were above the average in intelligence
and when the critical time came, the world would need people
such as this to think and guide.

On April 17, 1960, a lecture was given by GEORGE
W. VAN TASSEL at Phipps Auditorium, City Park, Denver,
Colorado, which was advertised to be a lecture, movie film,
and discussion of unidentified flying objects. The audience
was comprised of a majority of older individuals and also
a majority of the audience was female. There were fou
young people, although some family groups.
The program was sponsored by the Denver Unidenti-
fied Flying Objects Investigative Societies, one of which
meets monthly at the Jefferson County Bank, Lakewood,
Colorado, those executive officer was the Menter of Ceremonies.
The program consisted of a 45 minute movie which included
several shots of things purported to be flying saucers, and
then a number of interviews with people from all walks of
life regarding sightings they had made of such unidentified
flying objects. After the movie GEORGE W. VAN TASSEL gave a
lecture which was more of a religious-economics lecture
rather than one of unidentified flying objects.
VAN TASSEL stated that he had been in the "flying
game" for over 30 years and currently operates a private
Civil Aeronautics Authority approved airfield in California.
He said he has personally observed a good many sightings and
has talked to hundreds of people who have also seen flying
saucors. He said that he has also been visited by the people
from outer space and has taken up the cause of bringing the
facts of these people to the American people. lie said it
is a crusade which be has undertaken because he is more or
less retired, his family is grown and gone from home, and
he feels he might be doing some good by this work.

The major part of his lecture was devoted to
explaining the occurrences in the Bible as they related
to the space people. He said that the only mention of God
in the Bible is in the beginning when the universe was being
made. He said that after that all references are to "out
of the sky" or "out of heaven." He said that this 1s due
to the fact that man, space people, was made by God and
that in the beginning of the world the space people came
to the earth and left animals here. These were the pre-
historic animals which existed at a body temperature of 105
degrees; however, a polar tilt occurred whereby the poles
shifted and the tropical climates became covered with
ice and vice versa. He said that then the space people
again put animals on the earth and this 10 depicted in the
Bible as Noah's Ark. He said that after the polar tilt
the temperature to sustain life was 98.6 degrees, which was
suitable for space people, so they established a colony
and left only males here, intending to bring females at a
later date on supply ships. This is reflected in ADAM'S
not having a wife. He said that ADAM was not an individual
but a race of mon. He said that this race then inter-
married with "intelligent, upright walking animals," which
race was EVE. Then when the space people came back in the
supply ships they saw what had happened and did not land
but ever since due to the origin of ADAM, they have watched
over the people on earth. He said that this is recorded in
the Bible many times, such as MOBES receiving the Ten
Commundments. lie said the Ton Commandments are the laws of
the space people and men on earth only give them lip service.
Also, the manna from heaven was bread supplied by the space
people. He also stated that this can be seen from the native
stories such as the Indians in America saying that corn and
potatoes, unknown in Europe, were brought here by a "flaming
cance.' He said this refers to a space ship and the Indians'
highest form of transportation was the canoe, so they likened
1t unto that. He said this can be shown also by the old
stories of Winged Chariots and Winged White Horses, which
came from out of the sky. He said that JESUS was born of
MARY, who was a space person sent here already pregnant in
order to show the earth people the proper way to live. lie
said the space people have watched over us through the years

of these bombs have upset the earth's rotation and, as in

what can be done. He said these explosions are foreing the
earth toward another polar tilt, which will endanger all man-
kind. lie said that the space people are prepared to evacuate
those earth people who have abided by the "Golden Rule" when

Enclosed herewith are 5 copies of a letterhead memo explaining
a telephone call from the "Detroit Times" at Detroit, Mich.,
to the Flint, Mich., Resident Agency on 5/20/60.
It is noted that the Flint RA immediately advised Detroit upon
receipt of this call from Reporter JERRY CHIAPPETTA of the
"Detroit Times". The ASAC in turn immediately contacted JERRY
CHIAPPETTA to determine the extent of his inquiry of our RA
and it was determined he had merely had a call from DAVE DOWNEY,
referred to in letterhead memo, and DOWNEY, by inference, had
stated it was his understanding that the FBI Agents in Flint
had previously "snatched" the 2 photos from JOSEPH PERRY.
CHIAPPETTA stated he knew that the FBI did not operate that way
and inasmuch as he was doing a research on his morgue files
he wanted to clarify this information.
CHIAPPETTA's attention was directed to a previous contact by
the Detroit Office with the "Detroit Times" at the time the
incident occurred and it was reiterated to this Reporter that
the FBI did not investigate this case and does not investigate

cases of this type but that we were called by PERRY concerning
this matter inasmuch as PERRY volunteered information to the
FBI and asked for our assistance in getting this information
to the appropriate agency. It was made very clear to the
Reporter that the FBI immediately transmitted these photos
to the Office of Special Investigations, Dept. of Air Force,
Selfridge AFB, and that Mr. PERRY was advised at the time
that the FBI did not examine these photos, neither did we
conduct any investigation, but that we did see the appropriate
agency was furnished these photos. It is noted that our
Flint Agents on subsequent contacts with PERRY, already known
to the Bureau, that PERRY fully understands the situation
as far as the FBI's position in this matter.
Mr. CHIAPPETTA was also advised that when Mr. PERRY turned
these photos over to the FBI, he said that the Air Force
could retain them until they had served the purpose and
then he would like them returned to him. This information
was made available to the Air Force when the photos were
turned over to them. Mr. CHIAPPETTA stated he realized the
FBI handled this matter properly in accordance with our
established procedure and that he merely wanted to straighten
the record so that he did not, by inference, indicate other
than the facts should he desire to write another story on
this matter.
Immediately upon receiving information from the Flint RA
concerning this matter, the Office of Special Investigations
at Selfridge AFB was telephonically contacted by the Detroit
Office to alert them to this new inquiry in the event they
should receive newspaper inquiry or contact from DAVE DOWNEY,
referred to in the letterhead memo.

At 3:58 p.m. on May 20, 1960, Jerry Chiappetta,
who advised that he was on the City Desk for the "Detroit
Times" at Detroit, Michigan, telephoned the Flint, Michigan,
Resident Agency and advised that he had just received a
telephone call from Dave Downey, who resides in Wayne County,
Michigan.
Downey reportedly advised the "Detroit Times" that
he is the District Director of the Aerial Phenomenon Investiga-
tion Society. Downey stated that Joseph Perry, of Grand Blanc,
Michigan, received a slide from Selfridge Air Force Base,
Mt. Clemens, Michigan, on May 3, 1960. This slide is the
property of Joe Perry, of Grand Blanc, and Perry had claimed
this slide contained a photograph of the moon and that it
showed what appeared to be a flying object somewhere in the
vicinity of the moon. Downey said when the Air Force returned
the photograph, they gave Perry a letter explaining that
what appears to be a flying object in this slide is actually
a part of the negative which was not properly developed.
Downey reportedly told the "Detroit Times" that he does not
believe this story as he knows that Joe Perry is very
meticulous when he develops pictures; therefore, he feels
the slide actually does contain a picture of a flying object
and that he intends to obtain this slide and forward it to
the Eastman Kodak Company for further analysis.
